Question Antonio, to get an idea how many Enforcers are needed/to be certain, there are 3 rounds and each round you have to have a different enforcer, correct? Also do they all have to be in the same faction? Was thinking of either putting a new one together or painting an old one, now I might be trying to do both.

Yes, you need a new enforcer each round. There is no faction to declare take what can get you points.

What are those poker chips for? Also, what are the cards? Special edition versions?

The poker chips are Guilders, they are part of a reward program. They have not set up what you can spend them on but likely if you have enough you will be able to make some sort of purchases with Wyrd. Apparently they have not set it all up yet as they want to get it all right before opening the doors, but they have started including them in the tournament sets for participants.
The cards are special cards, but they are the same rules. Basically just special looking ones.

Here are the rules of the event!
The rules Each player may pick any three Enforcer models and equip them with one legal Upgrade. The models need not be of the same faction. All three Enforcers must be different models. Each round, players will pick one Enforcer and its Upgrade to enter the round. Once an Enforcer is picked, it can not be used again in later rounds. All other rules of an Enforcer Brawl will be used.
Totems There will be four colored totems placed in the arena. The effects of the totems will change each round and the rules will be posted before the rounds start. You may pick your Enforcer after you see the rules.
Prizes After each round, the top scoring player of each arena will be given the chance to cash in all the VP they have scored to purchase a prize. The may also keep their VP for later rounds. You will have to decide if you want to go for a prize before others or save up and hope you place high enough to pick next round. Players may only win one prize during the event. After the last round, if there are prizes left, players will the highest scores will be able to purchase prizes. Every player will get one Guilder for joining the event.

Well, I was going to do a break down for all players, but the scoring system some used is way too confusing. Some use dashes and some have numbers, I have no idea. At any rate, here is the ranking:
1. Tim 27 2. Bryan 23 3. Michael 21 4. Mike 18 5. Chuck 15 6. Josh 11 7. Nolan 11 8. Victoria 10 9. Nick 9 10. Bisket 8 11. Court 6 12. Brian 4 13. Stephanie 1
